Dr Evangeline Inniss-Springer is a Certified Emergency Manager and Certified Continuity Manager with over 25 years of experience in the disaster risk management having worked at the national, regional and international levels. 

She holds a Master’s degree in Health Studies from the University of Alabama; a Doctor of Health Sciences from A.T Still University in Missouri with a focus on Leadership and Organisational Behaviour and has received training in Emergency Management from the International Association of Emergency Managers and in Business Continuity Management from the Institute for Business Continuity Training. 

Dr Inniss-Springer worked with the Caribbean Disaster Emergency Response Agency from 1991 to 2007, the Caribbean Disaster Emergency Management Agency (CDEMA) from 2011 to 2012, the Department of Disaster Management in the British Virgin Islands (The BVI) as Deputy Director from 2012 to 2019 and Acting Director from 2019 to 2020 and internationally with the Pan American Health Organization (PAHO). 

She served as the Acting Director with the Department of Disaster Management in the BVI, leading the Social Sciences Unit of the agency responsible for translating science into action by developing and implementing policies and programmes aimed at building capacity in resilience and influencing behavioural change at the community level and integrating Comprehensive Disaster Management into all sectors. 

Dr Inniss-Springer has a diverse background of knowledge and experience in capacity development, leadership and strategic planning, work programme development and project management, statistical analysis, logistics supply management, proposal development and grant writing, total quality management and process analysis.
