CONSULTANCY SERVICES FOR THE IMPLEMENTATION OF THE SINGLE VIRTUAL UNIVERSITY SPACE PROJECT

The University of the West Indies (UWI) has secured financial assistance from the Caribbean Development Bank (CDB) towards the cost of the Implementation of the Single Virtual University Space Project at the University of the West Indies (UWI). Consultants will be engaged to review existing activities relating to the single virtual environment; propose options for achieving the stated objectives of the single virtual university space project and develop a phased Action Plan.
Consultancies will be conducted solely or substantially on the University campuses and sites of the UWI. The procurement of these consulting services shall be subject to provisions of the grant agreement and further details of the project and the assignments can be obtained from the first address below.
The UWI now invites eligible consulting firms or joint ventures of consultants to submit Statements of Capability to provide consultancy services for the Implementation of the Single Virtual University Space Project.
Consultants shall be eligible for procurement if:
- in the case of a body corporate, it is legally incorporated or otherwise organized in an eligible country, has its principal place of business in an eligible country and is more than 50% beneficially owned by a citizen or citizens and/or a bonafide resident or residents of an eligible country or countries or by a body or bodies corporate meeting these requirements; and
- in all cases, the Consultant has no arrangement and undertakes not to make any arrangements whereby any substantial part of the profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bonafide resident of an eligible country.
Eligible countries are CDB Member Countries*.
Submissions will be assessed based on technical competence, qualifications and experience, regional experience on similar assignments, financial capability, the extent of prior commitments, and proficiency in English. Submissions should include corporate profile, descriptions of similar projects completed within the past five years and curriculum vitae of key personnel. All information shall be submitted in English Language.
Enquiries about any matter contained therein should be made to the Project Coordinator at the first address below, between the hours of 9:00 am – 4:00 pm, Monday through Friday, except on Public Holidays.
Two copies of each submission must be delivered to the first address below not later than 15:00 hours on Friday November 16, 2009, with one copy being sent simultaneously to CDB at the second address below. The sealed envelope containing each submission should include the name and address of the applicant and shouldbe clearly marked “STATEMENT OF CAPABILITY: CONSULTING SERVICES – IMPLEMENTATION OF THE SINGLE VIRTUAL UNIVERSITY SPACE PROJECT AT THE UNIVERSITY OF THE WEST INDIES (UWI)”.
Following assessment of the submissions, a shortlist of not less than three and not more than six applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment. The UWI reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of statements.
Applicants will be advised in due course of the results of their application.
